    The Delta State Agricultural and Rural Development Agency Authority Law 2006 Amendment bill Passed

    The Delta State Agricultural and Rural Development Authority Law 2006 amendment bill has been passed by the state House of Assembly.

    The development followed the consideration of the report of the House Committee on Agriculture and Natural Resources on the Delta State Agricultural and Rural Development Authority Law 2006 amendment bill.

    The House resolved into a committee of the whole to consider the report of the House Committee on Agriculture and Natural Resources following a motion moved by the Majority leader, Hon Tim Owhefere, seconded by Hon Tonye Timi and adopted.

    At the committee of the whole, the Chairman, House Committee on Agriculture and Natural Resources, Hon Evans Ivwurie and other members proposed various amendments and were adopted.

    At the committee of the whole, the Speaker Rt. Hon Monday Igbuya while reporting progress, said sections (1) to (22) were amended by the committee clause by clause. Thereafter, Hon Owhefere moved for the third reading and passage of the bill seconded by Hon. Sheriff Oborevwore and adopted.

    The speaker commended Hon. Ivwurie for the thorough work done by his committee on the bill and other lawmakes for the successful passage of the bill.

    The executive bill is aimed at giving life to the State Agricultural and Rural Development Authority by collapsing the Delta Agricultural Program and its functions into the Authority for improved agricultural extension services.

    The said bill will have a chairman on part time basis with representatives from the ministries of agriculture, economic planning, lands, survey and urban development and a representative from the federal ministry of agriculture.

    Others are the state job creation officer and three members from the private sector to represent the interest of agricultural practitioners from the three senatorial districts of the state among others.

    The Authority will facilitate the access of farmers to seeds cuttings, seedlings, fingerlings, fertilizers, pest, disease and weed control chemicals.

    It will also sensitize, educate and  enlighten farmers on the availability, suitability and use of modern and more efficient farm processing and storage method among others.

    Also at Plenary, the House took the second reading of the Delta State Internal Revenue consolidation Law 2009 amendment bill.

    Hon Reuben Izeze representing Ughelli South who sponsored the bill told his colleagues that the amendment sought to fill lacuna in the principal law in order to properly streamline revenue collection in the state.

    Hon Samuel Mariere, Evans Ivwurie and Oboroh Preyor while supporting the bill agreed that the reason behind the amendment was to harmonize the process of collection of taxes, levies and rates of the state and local government in order to stop double taxation.

    The speaker later committed the bill to the House committee on Finance and Appropriations and local government affairs.
