It is with immense pleasure that I welcome you back to this hallowed chamber from our end of year recess.
.
I must commend you for the stability of the House, your well thought out input and your service to the state.
.
In December, our respected colleague, Hon. Omawumi Udoh passed on. Our thoughts are with the family. May her soul rest in peace.
.
One must admit that the Sixth Assembly has made reasonable contributions to the development of the state.
.
It might, perhaps, be necessary for me to use this opportunity once more to do some stock-taking.
.
So far, the Sixth Assembly received a total of 41 bills, out of which 17 have been passed into law.
.

5. Delta State Security Trust Fund (Amendment) Law 2016
6. Delta State Anti-Kidnapping Hostage Taking Law, 2016
7. Delta State Anti-Terrorism and Anti-Cultism Law, 2016
8. Delta State Scholarship Board Law, 2016
9. Delta State Structure for Signage and Advertisement Agency Law, 2015
10. Delta State Public Procurement Commission Agency Law, 2015
11. Delta State Traditional Rulers and Chiefs (Amendment) Law, 2016
12. Delta State Schools of Nursing and Midwifery Law, 2016

The task of building a prosperous Delta State rests on the identification and understanding of the challenges in the state with a view to transforming them.
.
There is no gain saying that the fullest cooperation between the three arms of government must be pursued and maintained in this regard.
.
In the face of declining oil prices, we must concentrate efforts at creating a conducive environment for investment to blossom.
.
Let us continue to support the executive in its efforts at improving the revenue base of the state.
.
Honourable members, let us continue to tilt the priority of government to the improvement of human and environmental conditions through law making.
.
Let us continue to employ our oversight instruments to ensure judicious use of public funds, accountability, probity and transparency.
.
There are a number of bills which were deferred last year.
.
We should strive to consider the2017 Appropriation Bill and other bills in their various stages before this House.
.
Let me once again thank the staff of the Delta State House of Assembly for their understanding and support.

Let us do more this year.
