    DELTA STATE ENVIRONMENTAL MANAGEMENT AGENCY BILL, OTHERS PASSES SECOND READING IN THE ASSEMBLY


    The   bill for a law to make provision for the establishment of  Delta State Environmental Management Agency and to repeal the Delta State Environmental Protection Agency Law 1997 and other matters connected therewith sponsored by the Honourable member representing Ika North East Constituency in the Delta State House of Assembly, Hon. Anthony Emeka Elekeokwuri scaled through second reading in the hallowed chamber of  DTHA, at the Wednesday January 25th ,  2017  planary following a motion moved by the lead sponsor, Hon.Elekeokwuri and seconded by  Rt. Hon. Peter Onwusanya.
    Hon Elekeokwuri in his introduction said the bill was to establish an agency for protection and development of the environment including initiation of policy in relation to environmental research and technology, planning and design.
    He said the agency would have power to conduct public investigation on pollution and degradation, particularly water and other natural resources.

    The bill have no single opposition  as other members who spoke also stressed the importance of the proposed law, emphasizing that it would help to protect the environment.
    Thereafter the bill was committed to committee on Environment and to report in four weeks.
    Speaking to newsmen shortly after planary,  Hon.Elekeokwur, the lead sponsor of the bill commended the co- sponsors; Hon Tim Owhefere,  Hon Peter Onwusanya, Hon Eric Oharisi, Hon Efe Ofoburuku and  the entire house for the unanimous support given to the bill which saw it passed through second reading and solicited for quick  passage of the bill into law.
    In another development, the member representing Ughelli South Constituency, Comrade Izeze R.Y. Reuben moved a motion for the second reading of the Delta State Nomadic Cattle Rearing Control Bill and was seconded by Hon. Samuel Mariere.
    Speaking on the bill Hon Elekeokwuri who spoke in support of the bill, said the bill is timely and should be given a speedy passage considering the  frequently clashes between the fulani herdsmen and our farmers.
    Others who spoke in support of the Bill include; Hon. Angela Nwaka, Hon. Alphonsus Ojo, Hon. Evance Ivwurie, Hon. Sheriff Oborevwori, Hon. Michael Diden, Hon. Angela Nwaka, Rt. Hon. Peter Onwusanya, Hon. Okoh Chukwuyem, Hon. Emeka Nwaobi and Hon. Peter Uviejitobor. The bill was committed to House Committee on Agriculture & Natural Resources and to report in two weeks.
    The sitting also witnessed a motion by the Majority Leader for the adoption of the votes and proceedings of Tuesday 24th January, 2017 and was seconded by Hon. Sheriff Oborevwori.
    The House was adjourned to Thursday 26th December, 2017 at 10.00 am following a motion moved by Majority Leader, Hon Tim Owhefere and seconded by Hon. Peter Uviejitibor.
