Secretary to Delta State Government, Hon Festus Ovie Agas, in his goodwill message to mark the governor's 58th birthday today July 8, further asserted that the Smart Governor is not only a visionary leader but a highly detribalised and patriotic well focused nationalist with unbroken records in good governance, integrity and firm determination to deliver on his electioneering promises to the good people of the state.
