The Delta State House of Assembly in today's plenary received four letters of request from the Gov Okowa, the letters was read under messages from the governor at the floor of the Hollowed chamber by the Speaker, Rt.Hon Monday Igbuya who presided over the plenary.
The first letter, is a bill for a law to provide for the establishment of Delta State Urban Water Cooperation, Small town water supply and Sanitation Agency, Rural water supply and Sanitation Agency, State Water Sector Regulation commission, the roles of communities and other matters connected therewith otherwise known as Delta State Water Regulation Service bill 2016, this was adopted by the House and passed first reading.
The second was the Delta State Fiscal Strategic Paper FSP for 2017-2019, this was also adopted and referred to Apropriation Committee for further consideration while the third is a bill for a law to amend the Delta State triditional rulers and chiefs council 2016, this also passed first reading and lastly, A request for ratification of Warri/Effurun water scheme concessions agreement, this was also adopted by the House and committed to the joint committee of water resources and legal for further consideration.
Speaking under Matters of urgent public importance, Hon Evance Ivwurie condemned the bad state of Sapele-Abraka-Agbor-Ewu road and Abraka- Ugo -Evboesi Benin road which was awarded some years back by the federal government, in this regard Hon Evance Ivwurie moved a motion urging the House to call on Gov Okowa as a matter of urgency urge president Buhari to direct the Hon minister of power, works and housing to, without delay return the contractors back to site for immediate repairs and reconstruction of the subject roads using the best global methods of road construction.
This was however amended by Hon Izeze Reuben and was unanimously adopted by the House.
Today's sitting also witnessed notice of presentations and first reading of a bill for a law to establish the Delta State College of Education, Mosogar and repealed of Delta State College of Physical Education, Mosogar law, 2002, approvals of votes proceedings of Wednesday 19th October, 2016 and the passags of Delta State Schools of Nursing and Midwifery bill, 2016.
Speaking during the debate on the bill, the majority leader said that the bill was passed by the fiveth Assembly but was not signed into law by then governor because of the time, he urged the house to give it a speedy passage, also speaking in the same view, Hon. Samuel Mariere who spoke in support of bill noted that since the bill is a copy of what the house have passed in the last assembly, he urge the house to suspend the house rule which seek for the house to commit the said bill to the appropriate committee for public hearing and further consideration and speedly passed the bill, this was unanimously adopted by house with the majority leader moving motion for the suspension of the said house rule. Subsequently, the bill was read for the third time and passed.
The House was adjourned to Wednesday 26th October, 2016 at 10.00am following a motion moved by Majority Leader and seconded by Hon. Pat Ajudua.
