    2 YEARS IN OFFICE : DESOPADEC AS A SCION OF EXCELLENCE, MODEL COMMISSION UNDER OLOROGUN WILLIAMS MAKINDE By Owen Nero




    Today, August 28th  2017, marks 2 years of Olorogun Williams Makinde in office as the Managing Director/CEO of Delta State Oil Producing Areas Development Commission (DESOPADEC).

    When Olorogun Williams Makinde was appointed as the new M.D/CEO of the rebranded DESOPADEC he resumed office with a clear vision and an action plan to transform the state owned oil Interventionist Agency and to key into the S.M.A.R.T Agenda of our amiable Governor Senator Dr Arthur Ifeanyi Okowa that was designed to usher in “Prosperity for all Deltans”

    From day one, he left nobody in doubt about his preparedness and determination to walk his talk. This is hardly surprising because he hit the ground running because he was in a hurry to develop the oil bearing communities in Delta State.

    Standing on the podium on his Swearing in ceremony as the Managing Director/CEO of the restructured DESOPADEC, Olorogun Makinde, trusting that God will enable him and his team solemnly re-assured the people of the oil bearing communities of his determination to tackle the glaringly daunting challenges facing the oil producing communities of the state.

    In his words: “The challenges are not only real, they are diverse and complex. And there are no quick or easy solutions. But they can be tackled. What we will not do is to succumb to despair or allow ourselves to be overwhelmed by the current difficulties. Indeed, times like these are often a good test of character and determination to succeed, for in the words of the Scriptures, if you faint in the day of adversity then your strength is small.

    For all diligent and discerning observers, Olorogun Williams Makinde in his first 2 (two) years has demonstrated quality leadership that is defined by vision, focus, determination and political will to take big, tough, decisions. He has served notice to all Stakeholders and the host communities that the  S.M.A.R.T agenda of senator Dr Arthur Ifeanyi Okowa  is not just a political catch-phrase or mere campaign rhetoric.


    S.M.A.R.T, for the benefit of those not yet familiar with the acronym, stands for:

    * Strategic Wealth Creation Initiatives and Provision of Jobs for all Deltans.

    * Meaningful Peace Building Platforms aimed at Political/Social Stability.

    * Agricultural Reforms and Industrialisation.

    * Relevant Health and Education Policies.

    * Transformed Environment through Massive Urban Renewal .

    From the period under review, the Olorogun Williams Makinde led Delta State Oil Producing Areas Development Commission (DESOPADEC) has been reinvented, restructured and repositioned to be able to deliver on its statutory roles and functions.

    Governor Okowa deserves a truck load of commendations for his insight and determination to effect changes to the deficiencies inherent in the previous enabling Law of DESOPADEC. It was Albert Einstein, who counseled that, “Insanity is doing the same thing over and over again and expecting different results”. Today, DESOPADEC has positively impacted on the lives of the people of the oil bearing communities and raised the bar of development in the state.

    While inaugurating the new 14 man Governing Board of DESOPADEC on August 28, 2015, Governor Okowa said :  “The new DESOPADEC structure provides for sound corporate governance in line with international best practices which is expected to put the Commission on a stronger footing to better meet the developmental needs of ethnic nationalities in the oil producing areas., adding “I encourage you to use the bottom-up approach; the communities should determine the projects they want in their areas so that peace will reign and development will be enhanced.”


    Today there is a reson to celebrate because the Governor has transformed the landscape of the oil producing areas of the State through the current Board of Delta State Oil Producing Areas Development Commission (DESOPADEC). The board made up of Technocrats has done well to better the lots of the people and communities of the oil producing areas of Delta State.

    Today, it is evident that the present board of DESOPADEC led by the Managing Director/CEO Olorogun Williams Makinde, had something to tell Deltans, specifically the oil bearing communities on their stewardships on assumption of office. These achievements which spanned from completed and ongoing projects execution by the commission once associated with chequered history could be attributed to the visionary administration of Senator Dr. Arthur Ifeanyi Okowa and the leadership of Delta State House of Assembly led by Rt. Hon. Chief Sheriff Oborevwori ensuring that the board of the commission works according to the vision and mission of it's establishment.

    LIST OF  PROJECTS COMPLETED AND COMMISSIONED BY THE CURRENT BOARD OF DESOPADEC IN TWO YEARS

    (1). Newly completed and commissioned Aviara Ultra modern Civic Center,Aviara Community  in Isoko south local govergovernment area.

    (2). Construction of Enwhe Ring Road ,Enwhe community in Isoko south local government Area.

    (3). Constructed and Commission  Ubreya Street in Uzere Community, Isoko south .

    (4). Newly Completed and Commission Six  Classrooms Block At Alagbagada Secondary School ,Alagbagada in Ndokwa East local government Area.

    (5). Newly Completed and Commissioned Four (4) Units of 2 bedrooms Bungalow In Alagbagada Community in Ndokwa  East local government area.

    (6). Newly Completed and Commission Alagbagada  Ultral Modern Civic Center ,Alagbagada in Ndokwa  East local government area.

     (7). Newly Completed and Commission Okobaro Palace  Ughievwen Kingdom in Ughelli South Local government area.

    (8). Repaired of Failed portion  of Ubogo /Ugbodu Road in Udu Local government area

    (9) Renovation and upgrade of DESOPADEC skills acquisition center Afisere Community in Ughelli north local government area.

    (10).Completed DESOPADEC Zonal office Orerokpe in Okpe local government area.

    (11).Completed and Commissioned : The Ultral modern Edion Civic Center Okpe kingdom.(DESOPADEC in  Partnership between the Okpe Traditional Council )

    (12).Donation of Kitchen and Dinning Hall to The state Owned Dentition Center(Remand Home) Sapele, Sapele local government area by DESOPADEC.

    (13).Renovated and Commissioned : The Administrative Block of Hussey College Warri ,Warri South local government area.




    (14).Outside view and inside view of the Newly Completed and Commissioned ICT center in Hussey College warri ,Warri south local government area.

    (16).Newly Completed and Commissioned Concrete Landing Jetty in Salvation City in Warri South west.

    (17).Purchase and Installation of two(2)11kva Transformer to end 11 month Black out in Ogbe-Ijor Community in Warri south west.

    (18).Newly Completed and Commissioned six classrooms block in Otor-Udu Secondary school, Otor-Udu, Udu local government area.

    An objective assessment of his activities since he came into office will inexorably lead to the conclusion that Olorogun Williams Makinde is a thinking, working and listening Managing Director who spares no effort to make good his words. He has practically thrown himself at his job with an unparalleled zest and passion. And, that being the case, the future of the oil producing areas of Delta State is certainly bright, yes, really bright and packed with hope just as the present is cheerfully encouraging.

    Therefore, Delta State Oil Producing host communities, stakeholders should not have any shred of doubt as DESOPADEC is in safe hand with Olorogun Williams Makinde as the Managing Director/CEO.
