In his Charge he said:
This is a reward for hard work, loyalty and also a call to greater service. With this, we have appointed four teachers as permanent secretaries which is the first of its kind. By this appointments, we encourage all hardworking civil servants in the state to keep up the good work. The appointees will man critical agencies where their proven character and wealth of experience in the civil service is needed. We are reorganising our public service because it needs experienced leaders to drive the systems we are putting in place which will entail plenty of training. The search for other deserving civil service is already ongoing.
