    SPEECH BY CHIEF (SENATOR) BARRISTER PETER NWAOBOSHI AT THE OCCASION OF HIS EMPOWERMENT PROGRAMME AND LAUNCHING OF A FOUNDATION IN HONOUR OF HIS LATE FATHER CHIEF (OBI) FRANCIS NWAOBOSHI, HELD ON THE 17TH 0F DECEMBER, 2016 AT THE CENOTAPH, ASABA, DELTA STATE.

    His Excellency, the Executive Governor of Delta State, the Senate President, ably represented by Senator Baba Kaka, all the Senators here present, all members of the House of Representatives here present, the Speaker of Delta State House of Assembly, the Deputy Speaker of Delta State House of Assembly, all members of Delta State House of Assembly here present, all Commissioners here present, the leadership of the Peoples Democratic Party in Delta State, our august and respected Royal Fathers, my highly regarded constituents, members of the press, Ladies and Gentlemen.      
    Permit me to warmly welcome everyone here present. I am highly elated by the high turn out of Deltans far beyond my senatorial district. I must welcome in a special way my boss, friend, predecessor-Senator of the Federal Republic of Nigeria and by the special grace of God, the Executive Governor of Delta State, Chief Senator Dr. Ifeanyi Arthur Okowa.
    This epochal occasion is basically targeted at identifying and empowering some of my constituents with a view to positioning them for economic independence and social stability. I will address my concept of empowerment in greater detail as I develop this speech.

    It is instructive to note that this is my maiden speech to my constituents since I assumed office as Senator of the Federal Republic of Nigeria, and since I got entangled in the struggle for equity in the governance of Delta State. I am deeply thankful to God and indeed to all Deltans that they bought into our idea of equity in the governance of Delta State. With equity comes peace, harmony, stability and hope. With equity comes dreams, aspirations, excellence and inclusiveness in governance.
    The election of Governor Ifeanyi Okowa marked the completion of the tripod in Delta State. Let no one be in doubt that His Excellency Dr. Ifeanyi Okowa will have his 2nd term in office as stipulated by tradition before power will shift again in Delta State. Thank God that His Excellency is not just from Delta North, but emerged as the most prepared and most intellectually equipped candidate in Delta State political Calculus. I hereby pledge as the Senator representing him and the entire Delta North, to give him all the support to build the Delta State of his dreams anchored on prosperity, security and human capital development. Your Excellency Sir, my dear Deltans and constituents, I now return to the programme of empowerment today. In the holy books, we are enjoined to be our brother’s keeper. The parable of the Good Samaritan also teaches us to take care of our neighbor. As a catholic, I am conscious of the fact that this is the year of mercy and we must engage in corporal works of mercy by sharing whatever we have with others. As a politician, I am also an apostle of stomach infrastructures.
    But it is not by my power but by the might of our Lord Jesus Christ. So join me in this chorus
    “He is a great provider
     He is a great provider
     He will surely provide for us
     Provide for you”
    All that I give out today is through the intervention and goodness of the Lord our Saviour, and for him be all honour and adoration. Amen.
    Today, I propose to set people forth on the part of economic regeneration and entrepreneurial capitalization. On the whole, I have set out the sum of N150,000,000.00 (One Hundred and Fifty Million Naira) to empower my senatorial district and help infuse hope where there is despair, joy where there is sadness and prosperity where there is poverty. Commencing with the sharing of 1000 bags of rice, to the distribution of 98 motorcycles, 9 tricycle (Keke Napep), sharing of N50,000 each  to 400 people to the tune of N20 million naira.
